| Julie
was first elected to the Dunedin
City Commission in February 2003. During her first
term, she launched the following initiatives:
- Visioning
for the future of Dunedin
- Neighborhood
Improvement Matching Grant Program
- Causeway
Master Plan
- Cost
Efficiency/Revenue Enhancement Study
- Better
permitting services for Dunedin citizens
These
efforts reflect Julie’s commitment to Dunedin’s quality
of life and to a high level of City services delivered at the
most efficient cost.
Julie
brings a strong professional background and an impressive level
of community service to her job on the City Commission.
Born
and raised in St. Louis, Missouri, she received her undergraduate
degree from Trinity College in Washington, D.C. and her law degree
from Creighton University in Omaha, Nebraska. A resident of Florida
since 1984, and of Dunedin since 1989, she practiced public finance
law at Holland & Knight and joined the Office of the Pinellas
County Attorney in 1989 where she continued to work in public
finance and other types of transactional law until she ran for
Dunedin City Commission. Since October of 2003, she has been Executive
Director of the Pinellas County Community Foundation.
Julie is married to Col. David E. Scales – USA (Retired).

an attorney, Julie is a member of the Florida, Clearwater and
St. Petersburg Bar Associations. She is Board Certified in City,
County and Local Government Law and is a former Chair of the City,
County and Local Government Law Section of the Florida Bar. She
received that Section’s Ralph A. Marsicano Award for Distinguished
Service and is a former Adjunct Professor at Stetson College of
Law.
